GCM has worked as consultants/designers for the following agencies and organizations in Southern California: Caltrans, County of Los Angeles, City of Los Angeles, Los Angeles County Metropolitan Transportation Authority, Orange County Transportation Authority, California Department of Corrections, North County Transit District, California High Speed Rail, and the San Diego Association of Governments to name a few.

Quality Manager and Senior Project Manager
Mike Phillips began his professional career at OCTA where he worked as a Project Manager/Transportation Planner for over eight years. Mr. Phillips was responsible for writing RFPs, RFQs, technical scopes of work, and reports. Mr. Phillips took his public sector experience to the private sector where he worked for HDR Engineering and for CH2M HILL as a Project Manager. Over the course of his 25+ years in the infrastructure industry, Mr. Phillips has worked on a wide range of projects throughout the United States including California, Alaska, Florida, Colorado, Idaho, and Arizona. Mr. Phillips has worked on the following projects/services:
Utility Coordination – I-710 North Utility Study Utility Base Map Development; LA Streetcar; Caltrans District 7 (I-5, I-405, and I-710 Freeways); SR-241 Toll Road Extension; and Oso Parkway Interchange.
Quality Assurance / Quality Control – California High Speed Rail; NCTD Positive Train Control; I-405 Sepulveda Pass Design Build; Crenshaw/LAX LRT; SR-57 Freeway Widening; and SR-241 Toll Road
Civil Engineering – site development (grading, paving, landscaping, utilities, hydrology, etc.) – Wasco State Prison; Theo Lacey Jail; Musick Jail; and Level (3) Communications In-Line Amplification Site.
Transportation Planning and Engineering – Dynamic Corridor Congestion Management (DCCM) project for Caltrans District 7 in the Southbay area of LA; Traffic Light Signal Prioritization Program for SANDAG; Adaptive Traffic Control System for Caltrans District 7; I-210 microwave vehicle detection system; Traffic studies to support environmental documents, and multiple site development traffic studies.
